Ontario Human Capital Priorities

The Human Capital Priorities (HCP) is a stream of Ontario Immigrant Nominee Program targeting highly qualified skilled workers in the Express Entry pool. Candidates with active Express Entry profiles are eligible for invitation under the Ontario Immigrant Nominee Program. OINP targets Federal Skilled Worker (FSW) and Canadian Experience Class (CEC) programs to select candidates for the PNP draw.

Candidates cannot apply for the Human Capital Priorities stream of OINP directly. It is by invitation only. Candidates must have their Express Entry profiles and a minimum language score of CLB 7. The level of education to be eligible for the program should be equivalent to a Canadian bachelor’s, master’s, or Ph.D. There is no requirement for a job offer and connection with Ontario.

The minimum CRS score for eligibility under the Human Capital Priorities stream of the Ontario Immigrant Nominee Program should be 400 points. Ontario reviews the Express Entry profiles of the candidates to send Notifications of Interest (NOI).
