New Express Entry Categories on the Anvil to Address Canada’s Economic Needs and Labor Shortages

Recent consultations between Immigration, Refugees and Citizenship Canada (IRCC) and stakeholders highlighted the need to improve the focus on Canada’s economic needs and labor market shortages by adapting the Express Entry application management system. 

IRCC is contemplating the creation of new Express Entry Categories to enhance the immigration of Express Entry candidates who have relevant backgrounds of:

Occupations in targeted economic categories

Temporary residence in Canada as international students or workers

French language proficiency 

Immigration, Refugees and Citizenship Canada (IRCC) will consider including key attributes like work experience, education, and language proficiency to select candidates from the Express Entry pool. The move marks the shift from depending solely on higher CRS scores for qualifying Express Entry candidates for Invitations to Apply (ITAs) for permanent residency.

Canada plans to start targeted draws by the spring 

IRCC plans to conduct targeted Express Entry draws soon after finalizing the new Express Entry categories. The probable categories for Express Entry draws will be:

Occupational or sector-specific work experience – The category will focus on sectors struggling with chronic labor shortages besides the common occupations in demand.

International graduates from DLIs – The category will focus on transitioning international graduates with a relevant degree, or diploma in occupation-in-demand.

Temporary foreign workers – The new Express Entry category will help temporary foreign workers to transition to permanent residence.

French-speaking or bilingual applicants – The category is in line with the strategy to boost the immigration of Francophone candidates outside Quebec.

IRCC will focus on candidates who will contribute significantly to Canada’s labor market needs and economy. Canadian work experience, education, and French language proficiency are vital factors in improving the chances of settling in Canada through the Express Entry system.
