Canada is Confident of Surpassing 2023 Immigration Targets Despite Slight Drop in July

Immigration, Refugees and Citizenship Canada (IRCC) is in a sound position to welcome a record number of new immigrants IN 2023.

Canada began the year with a bang by welcoming 50,925 new permanent residents in January 2023. However, there was a dip in the immigration levels over subsequent months, as April recorded only 29,555 new PR approvals. The monthly immigration accelerated in June as Canada approved 42,325 new PR applications. The number of new immigrants dropped again in July to 40,630.

Between January and July of this year, the number of new immigrants in Canada increased by 10.3 percent over the same period last year. IRCC approved 28,480 more PR arrivals than last year during the same period. The number of new permanent residents arriving in Canada from January to July 2023 is 303,955.

According to some projections, Canada may break yet another record by welcoming 521,066 new permanent residents this year. It is more than the target for new permanent resident admissions for 2023. Canada set the following immigration targets as per the 2023-25 Immigration Levels Plan:

2023- 465,000 new immigrants

2024- 485,000 new immigrants

2025- 500,000 new immigrants

The projections for new PR arrivals in 2023 exceed targets for all three years. Ontario emerged as the most popular destination, attracting over 44 percent of new immigrants between January and July 2023.
