Canada Implements Cap on Study Permit Approvals in 2024 through Provincial Governments

Canada will allow up to 292,000 study permit approvals in 2024 for students seeking admission to undergraduate and postgraduate study programs in Canadian institutions.

The new study permit cap will help Canada control the untenable growth of the International Student Program. The measures to fix the limit of study permits may not extend to the number of visa approvals. It will impact the number of applications processed by Immigration, Refugees and Citizenship Canada.

The study permit cap will enhance the integrity of Canada’s student program, besides controlling the intake levels. The new measures will not affect international students seeking admission to master’s, doctorate level, and secondary school programs. Canada may approve 360,000 study permits this year by including these exceptions.

Provincial governments will ensure the implementation of the study permit caps. Immigration Refugees and Citizenship Canada (IRCC) authorized provincial governments to issue Provincial Attestation Letters through Designated Learning Institutions in the province. The number of Provincial Attestation Letters will help provinces track the study permit quota.

Alberta and British Columbia started issuing Provincial Attestation Letters as the federal government expects all provincial governments to comply with the delivery of Provincial Attestation Letters by March 31, 2024. Each aspiring study permit applicant will require a Provincial Attestation Letter and a Letter of Acceptance while submitting a study permit application.
