BREAKING: Canada Unveils New ‘Recognized Employer Pilot (REP)’ for Temporary Foreign Workers

Canada announced a new Recognized Employer Pilot program on Aug 8, 2023, to meet rising labor shortages.

The new Recognized Employer Pilot will come into force in September 2023 as part of the Temporary Foreign Worker Program. The Recognized Employer Pilot (REP) aims to mitigate administrative load and enhance labor access for eligible employers.

Highlights of the Recognized Employer Pilot

The new pilot program is helpful for employers with a strong record of compliance with TFWP criteria. It will be effective for three years. The Recognized Employer Pilot (REP) will facilitate the recruitment process through the Temporary Foreign Worker Program.

Employers submit a positive Labor Market Impact Assessment (LMIA) while hiring temporary foreign workers. LMIA confirms the need to hire foreign workers, as no permanent residents or citizens can fill the position. Labor Market Impact Assessment safeguards employees as it establishes the authenticity of the job offer and the employer’s compliance with the program requirements.

An employer must receive a minimum of three positive LMIAs during the last five years for the same occupation. The occupations must be in-shortage with the support of COPS data.

The Recognized Employer Pilot program will enhance access to Labor Market Impact Assessment for eligible employers with a 36-month validity period. The REP will also streamline and simplify the LMIA application process for these employers.
