A System Error Impacts IRCC’s Ability to Conduct Express Entry Draws

IRCC is facing difficulties conducting Express Entry draws because of a system error while switching to the new NOC 2021.

Immigration, Refugees and Citizenship Canada reported a glitch in implementing the new National Occupation Classification (NOC), which caused delays in Express Entry draws. The system error is also impacting Express Entry candidates exploring provincial nominations. IRCC is monitoring the situation closely, though it does not commit to a specific timeline for resolving the issues.

The glitch caused errors like candidates with no eligibility receiving Invitations to Apply. Several candidates having no Canadian work experience received information from the system about clearing eligibility for the Canadian Experience Class category of immigration.

The system error resulted in the incorrect issuing of the Invitations to Apply (ITAs) following the recent round of invitations on November 23, 2022. Candidates updating their Express Entry profiles following provincial nominations are also encountering problems because of the system error.

The new NOC 2021 system

On November 16, 2022, IRCC implemented the new NOC 2021 system. The new approach changes the procedure of filling out Express Entry applications under the Federal Skilled Worker (FSW), Federal Skills Trade (FST), and Express Entry Canadian Experience Class.

The new NOC 2021 mandates Express Entry candidates to find their relevant occupations from the list of NOC 2021 occupations on the Employment and Social Development Canada portal. The new NOC list categorizes the candidate’s Training, Education, Experience, and Responsibilities (TEER) and applies a five-digit occupation code.

Candidates needed to update their profiles with new occupation codes considering TEER categories if they submitted profiles before November 16, 2022.

The gradual implementation of NOC 2021 aimed at allowing adequate time for immigration programs and organizations to transition smoothly from the earlier NOC 2016.
