Canada is on its way to surpassing the 2022 goal of 431,645 new immigrants through several supportive measures. The proposed Immigration Level Plan 2023-2025 will focus on economic class immigration to mitigate the unprecedented burden of labor shortages.
In 2021, Canada welcomed 405,000 new immigrants breaking all previous years’ records. The upcoming immigration targets will boost Canada’s population and economy by setting all-time records. It also promises much-needed relief and security to refugees fleeing their countries looking for a safe future.

The following immigration pathways will drive the Immigration Levels Plan 2023-2025:
Economic class immigration – Provincial Nominee Programs and Federal Skilled Worker immigration categories will welcome the maximum number of skilled immigrants as per the proposed plan for the next three years. Economic class immigration dominates the Express Entry system in the upcoming Immigration Levels plan.
Family Class immigration – The Family Class category aims to welcome spouses, children, parents, and grandparents to reunite with families in Canada. The proposed Immigration Level Plan assigns ambitious targets to these immigrants.
Refugee programs – The Immigration Level Plan renews Canada’s commitment to allow refugees to find new and safe futures.
