Prince Edward Island (PEI) is the smallest province in Canada and is surrounded by many isles.  The island province is famous for its verdant farmland and stunningly beautiful coasts. The economy of the place is on an upward surge powered by a vibrant agriculture and fishing industry and equally well supported by tourism.

The Provincial Nominee Program of the island is known as PEI PNP. Potential immigrants with the required experience, the right skills, and qualifications that the province is looking for to fill specific job gaps and business needs may receive a Prince Edward Island Provincial Nomination Certificate. They can then apply for permanent residence with the Government of Canada.

Overview:

The government of Canada launched the Prince Edward Island Provincial Nominee Program (PEI PNP) to draw immigrants to the province. The aim is to address the economic and labor market gaps and boost economic potential. The program has been highly successful and has resulted in the acceptance of a large number of immigrants over the past few years. Compared to the national average of 0.9 percent, PEI has achieved an impressive immigration rate of 1.6 percent. It attracts the largest number of immigrants per capita in Canada.

PEI PNP has one enhanced category (PEI PNP Express Entry category) and two base categories (the Labour Impact and Business Impact). The Express Entry system is used to manage permanent residence applications through the country’s primary economic class immigration programs. Express Entry draws are held regularly to invite top-ranked candidates to apply for permanent residence. Those in the Express Entry pool can gain a point score based on the Comprehensive Ranking System (CRS).

Applicants nominated through the PEI PNP Express Entry can be awarded an additional 600 CRS points and an Invitation to Apply (ITA) for permanent residence in the next draw.

Most immigration streams under PNPs are base streams. Applicants with a provincial nomination must apply directly to Immigration, Refugees, and Citizenship Canada (IRCC).

PEI Immigration Categories

Those wishing to immigrate to PEI can choose from these three options:

PEI PNP Express Entry
For candidates with a valid Express Entry profile and looking to live and work in PEI. They must have the skills and experience needed in the province’s labour market.

Labour Impact Category
For skilled workers and international graduates meeting the province’s labor market demands. This category is further divided into Skilled Worker Stream, Critical Worker Stream, and International Graduate Stream.

Business Impact Category
For those interested in investing in a business in the province. They must live in PEI on a work permit and learn about the business they are investing in before receiving a provincial nomination.

PEI PNP Express Entry

Application Fee: CAD 300

Minimum Requirements:

  • An Express Entry profile
  • Must be eligible for either of these: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), or the Canadian Experience Class (CEC)
  • For Post-Graduate Work Permit (PGWP) holder or a spousal open work permit holder:
  • The PGWP must have at least four months validity at the time of submission
  • Must have studied outside the province
  • Must have at least nine months of work experience with a local employer

How It Works:

If you are eligible to apply through this stream, the first step is to create a profile in the province’s EOI or Expression of Interest system. You must provide accurate information for all the queries. You can change the details provided anytime. You will get a point score based on the points grid selection system. The maximum number of points you can earn is 100. The top-scoring candidates are invited to apply for a provincial nomination. The information is conveyed through an email notification. All forms needed for the procedure must be completed within 60 days. Accept the nomination through the Express Entry account. You will most likely get an invitation to apply for permanent residence in the next Express Entry draw.

Labour Impact Category

This category has three streams:

Skilled Worker Stream
For workers hired by a local employer and must be working in PEI or have a valid job offer. The applicant must have at least a post-secondary degree or diploma and have the relevant skills and experience.

Critical Worker Stream
For workers already hired by a PEI employer who wants to sponsor them for permanent residence. They can be in a skilled or semi-skilled profession.

International Graduate Stream
For recent graduates from a recognized PEI college or university. They must have already been hired locally in a skilled profession.

Application Fee: CAD 300

Minimum requirements:

  • Age between 21 and 59 years
  • Must have a full-time permanent or at least two-year job offer in a position commensurate with their skills
  • Must have the finances and the intention to settle in PEI
  • Must meet the Canadian Language Benchmark (CLB) of 4

How It Works?

Check your eligibility, create and submit your Expression of Interest (EOI) profile. You will get a score according to the selection system point grid. You must submit your application and supporting documents within 60 days if you get an invitation. Successful applicants will get a provincial nomination. The same can be used to submit a complete application for permanent residence to Immigration, Refugees, and Citizenship Canada (IRCC).

Business Impact Category

Work Permit Stream

This stream is for foreigners looking to invest in a PEI business. They must begin their efforts by working in Canada and gain knowledge about the business they are interested in while using the work permit. They can apply for a PEI provincial nomination for permanent residence.

Application Fees: CAD 10,000

Minimum Requirements

  • Age between 21 and 59 years
  • A minimum net worth of CAD 600,000
  • At least a secondary education and transferable business management skills
  • Must have minimum language requirements of CLB 4 and intent to reside and work in the province

How It Works:

Make sure you are eligible for the Work Permit Stream. If you meet the eligibility standards, register your interest in the EOI. Your profile will be valid for six months, but you can make some changes if needed before you get an invitation to apply. Successful candidates will receive an EOI via email with instructions on how to proceed. The application must be submitted within 60 days.

The Office of Immigration will invite all approved applicants for an in-person interview where you can discuss and explain your business proposal and plan. A Performance Agreement is part of the process. If you receive a Letter of Support from PEI, it can be used to apply for a work permit with IRCC. You must then report to the PEI Office within 30 days of arriving in PEI. A Settlement Officer will help you establish and operate the business and monitor the progress.

If you fulfill all the conditions of the Performance Agreement, you will get a nomination letter from the PEI. You can then apply for permanent residence with IRCC.
