The name of Quebec’s provincial healthcare plan is the Health Insurance Plan.

Coverage – eligibility and wait time
Students
International students from the following list of countries are eligible for this plan:

  • Belgium
  • Denmark
  • Finland
  • France
  • Greece
  • Luxembourg
  • Norway
  • Portugal
  • Romania
  • Sweden

The coverage commences three months post the date of registration. These students should buy private insurance for that time period and remember to apply for it as soon as they reach Quebec.

Students that do not belong to any country on this list must buy their own private insurance cover unless it is included in their school fees.
Temporary Workers
Temporary workers that have a Work Permit of over 6 months are eligible for this cover. However, they have to be present in Quebec for more than 6 months a year to remain covered.

This cover commences three months from the date of registration. This is the reason why you should buy private insurance immediately post your arrival in Quebec.

Permanent Residents
Permanent residents, to be eligible, should:

  • EstablishQuebec as their primary home.
  • Be physically present in Quebec for 183 days in any 12-month period.

The coverage commences three months after the date of registration. For that time period, you should buy your own health insurance.
The Process of Application
In your application, you have to submit certain documents, such as:

  • Proof of Quebec residency
  • Proof of identity
  • Proof of Canadian status

You have to either call the Régie or visit an office of the Régie to get a registration form. You would require original copies of your supporting documents.
